Thing is, people generally don't want snipers in regular inf squads because often people will join just to get the kit and pad their kill count like in BF2, when that is NOT the sniper's job. Plus, a sniper is taking up a spot that could be used for an extra medic, or an AT guy, or a SAW gunner.
