Yes, its a bug, you should be able to spam an area attack every 5 min.

or let them build up ervery 5 min, so after a while u have 30 going off in a big circle blowing up the entire map=P

the one time i commanded, i was on barracuda, it dident fill, but it did eventually all of a sudden be full whene the j-dam or morters or w/e was ready

Coming to think of it, we need pistols that shoot area attacks.

Another question on the topic:

For the area attack to charge, does there have to be a commander on duty? Or will it charge on its own ? What if he hops out/resigns does it reset the timer ?

I ask this because often playing a collaborator I ask someone to go commander just for a minute or 2 to try to ok an area attack.
