no.

If you have good hardware you will have alot of FPS
If you have bad hardware you will get low FPS

Download FRAPS to see how much FPS you get. Anything above 60 is excellent. 30 is decent and anything under 30 is shite.

And adjusting in-game settings can dramatically change performance. Along with quitting unneccesary programs when playing...so, yes you can adjust your ingame speed....but you can't adjust father than that...

I thought human eye could detect FPS lower than 23.That is why all of the divx,xvids etc. record around 23.25 or 29,you wont notice it while watching it...

This was described in another thread, only way films get away with 24 fps is that they use motion blur, in games you will notice differences even over 60 fps iirc.
