Wouldn't this be like BF2 where once you got your rank high enough 'unlockable' weapons appeared in the kit selection screen?

Not really... With BF 2, you could change the Base kit's entire load-out, ranging from changing the weapon (To another faction's even!), to replacing smoke grenades with flashbangs, etc...
In this, we want to suggest what would otherwise be up to the soldier, such as choosing between Iron sights or magnified sights, or allowing more diverse kits, such as between a helicopter or jet pilot's kit, or w/e.

Yeah I'm sure there's a few sensible things it can be used for, obviously we don't wanna promote the idea that it could be used for a sniper choosing between his M24, Barrett .50 cal, or his scoped railgun though obviously

You could have two variants of most kits e.g.
Auto Riflemen using light machine guns/squad automatic weapons (Minimi/RPK/QBB-95/H&K 23E) and Machine gunner kits using general purpose machine guns which have only deployed mode (M240/GPMG/QJY-88/PKM/H&K 21E).
Grenadier rifleman (current grenadier with a under slung grenade launcher) and Heavy Grenadier (Milkor MGL/other multi-shot grenade launchers but only a pistol as a firearm for balance)
Sniper and spotter kits (rifleman with optics but no ammo and a ghillie suit, because snipers should get a ghillie too
plus give the GTLD to the spotter so he has a more important job.)
Heavy AT and AA could be on the same slot to allow for more kits if needed etc........

I hate to let you down man, but some of that stuff aint gonna happen. Dedicated GL folk are pretty few and far between, not sure if they're even used at all in conventional warfare now, and as cool as it would be to have GPMGs they're 2 man operated by most armies and from what has been said they aren't gonna be able to get them into PR.
I think if this gets used it's gonna get used pretty subtly for choosing what sight you wanna use etc.

This is already possible with that BF2 system.
You can set the basic kits to have specific options that can only be 'altered'.
You could set the basic Rifleman's kit to have the option of ironsights, ACOG, or Scope.
All other weapons in that kit would remain the same.
Requestable kits, however, would require the commrose setup you guys are suggestion.

Yea, well that's what I thought you meant, saying the suggestion would be like BF2's kits. To a certain extent, yes. And I quite frankly wouldn't mind the ability to simply change between scoped and unscoped with basic kits simply with the BF2 unlocks button. I remember there being a negative verdict on that, though I can't recall why.
But the suggestion would work, as you said, with an extra menu, rather than the kit "selection" button.

If this was to be implemented, I would suggest using the right click request for different camos, including non snipers. (Infantry may choose to have urban camo or forest/desert camo depending on where their squads' position is likely to be) and the unlock system if implemented should be used for customising/ changing weapons and equipment. If you keep the two seperate like that it would prevent confusion, instead of having the right click option perform camo selection on some kits and weapon selection of other kits, which might get confusing or take a while to get used to. I already sometimes get annoyed at how the crouch button is zoom/aim in some vehicles and "C" does a similar thing in other vehicles.
Both great ideas which would be great if used in conjunction with each other if possible.
