Bluefor no doubt is hindered if they fire upon a civi, they lose intel points, and your spawn time is raised. Personally I think that if players on the Bluefor side shoot a unarmed civilian a ticket should be lost for every civilian killed. Maybe then will players realize why they are not supposed to engage civilians.

I'd like to point out that an intel penalty is not the best way to go. If the BLUFOR has discovered both caches, then the penalty does not exist.
