Nowhere in those articles does it say troops will be sent in to secure the poppy fields or the farmers growing the drugs. They're just saying that the drugs are a huge source of income for the taliban, therefore if the coalition controls those parts of the country where most of the drugs are grown, the taliban won't be able to collect their money from the farmers. With the added bonus that they expect the taliban will try to defend the area in fear of losing their source of income.
It's all about area control. Which is what insurgency already is. If you let the insurgency go unchecked(ie. not destroying caches and patrolling) then the taliban will extort the locals and only get stronger. The fact that those locals produce the majority of the worlds supply of a dangerous drug, just makes a good headline.
