The only kit that could benefit from this, is the insurgent sniper pickup kit. I find working like a conventional sniper/spotter team as an insurgent works terrible. Especially on urban maps like Fallujah West or Ramiel. Taliban is fine. But, trying to bring along a collaborator is really more of a annoyance than a benefit. But you still need that rope. And for security, since the collaborator needs it as much as you do, you would need an extra AK insurgent or two. So you're now running around with 3 or 4 people dedicated to 1 kit, it's a little ridiculous, and rarely happens. Not to mention, it's a huge target for the coalition troops who should be observing the insurgents activity.
Insurgent snipers work best running around taking shots, trying to force the coalition into cover, distracting them while they're being ambushed from another side, pushing them into an ambush, disrupting base operations(ie, firing at FOB construction), counter sniping, etc.
I can't remember if insurgent snipers have grenade traps, and a pistol. But, they should, as well as the rope. The civilian is the recon kit, that watches and reports back like conventional snipers. I feel the insurgent sniper kit should encourage a more offensive/disruptive role.
