lol, the thing is, that there is almost no argument for not adding the sounds, other than they cost money, every one gains, and almost no one will disagree.
Although i completely understand the need for such a rule, we just need to be able to make the right exceptions at times.

This sound mod will only help pr astronomically. To deny donations because it feels wrong (when the whole community is slicing their wrists to send the money) would be a disservice to PR and its fans.

I think, as said, mortar sounds and tanks sounds are spread thin at the moment and we could do with a good boost to those sounds.

Basically it all comes down to money at the end of the day. Hell, if the Devs' don't want to have it, someone buy it and give it as a gift to the devs. Then we all pay the guy/gal the money it cost.

p.s we have heard 5 times you have issues with money, but all of the FANs who have voiced thier opinon are in full support.
