With aidefault.ai untouched you can adjust settings while setting up local server in the menu. SO make sure you increase number of bots there ( the menu ).
If you tweak this file and add 'aiSettings.overrideMenuSettings 1' you will not be able to change anything from setup menu. You can move sliders and all but it wont have any effect.
