The only problem with the Sniper rifle in this mod is that 7.62 does not kill, all bullets under the size of a .50 round to the head will not kill for some reason.
I got 3 people in the space of 10 secs with the Chechen Sniper rifle then I relocated and I never got the kills even though they were head shots.

I do think the headshot kills should come back

The latter would be the designated marksmen kit. In US and UK infantry organization there is a "stalk-trained" sniper section (or platoon in the case of the US Marines) in each battalion; that's what the sniper kit is.

Well, I know that there will be at least two new sets of kit geometry in .9 (IDF & Rus Fed), and neither sets have ghilie suits for the sniper kits.

Gotcha eddie, i'm just used to people using the sniper kit like a glorified marksman kit all the time

BF2 Engine Issues:
The over all issue is even IF...if gillie suit drew at distance you still see the character, a blobby character yet still a character on the openness of the world. So until we find a way to:
- Turn the characters alpha down when not moving
- Rework the way the BF2 engine shows textures (land and characters) at distance
- Find a ARMA like techniques
Player Issues
The ghilie suits are worthless. Just a tac-cool thing. And at only a few per team, you should'nt be in a position to be seen. Use near by cover, shoot being inside of bushes (head NOT poking out), corners, knee'd next to objects, move after two or three shots,be prepared to walk a long way, be aware of your surroundings, be aware of your silhouette, and be aware of your background imprint.
I've seen so many snipers in game that are doing it wrong that these types of post unfortunately get a bias "play smarter" from me.
And most important, dont engage every target...wait for the one good one. I went an hour on archer without being spotted once (stole the rifle from a careless sniper silhouette himself). How? I only engaged high value targets. stranding two supply truck out in the open. Which allowed my team to create a ambush. It was a really fun game.

sorry for the misfortune caused by my bad English of my first post.
what I tried to say is that, even with ALL these issues that most people claims about the sniper kit, it is still the most wanted kit.
there are several posts suggesting to start adding all the "cool stuffs" snipers have IRL, like "invisibility at distance" and "superduperextra deadly fire", but if we do start adding it, the sniper kit will become too powerful and unbalanced, screwing the gameplay like the overpowered scoped MGs did.

If there was a way to have snipers have ghillie on levels in forests and have no ghillie in cities and deserts, that would be pretty cool.
But really, on top of the fact that it does not really help conceal the shooter on PR, I'm sure another reason is the fact that if you had a ghillied sniper, you'd also need a ghillied SPOTTER (if you want to play according to PR standards) and I'm pretty sure PR won't institute that.
I think the ghillie is just one of those things where the cons simply outweigh the pros and the cool factor.

I think that, even with kit geometry disappearing, it's a key asset to hide in close quarters. Or if they've been spotted and enemyes are close by.

it is still the most wanted kit.
I suspect you'll find that is the AR

what?
you can do all that with a ghillie suit, too,
AND get excellent concealment up close when you're prone in some grass and have people walking past you. it allows you to move into awkward positions and spot while not minding enemies walking close to you (unless they like get stuck in your model and twitch).
it has happened to me many times. i actually spent a whole round at tad sae as chinese sniper, just crawling around with the pistol, stalking and killing people up close.
