Isnt that already in the game? Im pretty sure it is for the most common kits.

I must say I don't really like the idea for the insurgents either.
I think it's more likely a "here, take whatever we can spare and do your best" than "here's a wide selection of gear to chose from, take whatever you want to be more efficient in battle" situation.

Would be nice to swap from aim-point to ironsights. If most stuff are locked it would be nice, but not a must. If it's not much work do it, if it is forget it.

I love the idea for insurgents, their options would just be lower. For example I would like a system like:

Insurgent:
Always carry: Knife, binocs
Choice of rifle various AKs, Shotgun, SKS, Lee Enfield
Choice of one from the following: 1 IED, 2 molotovs, 2 grenades (and linked grenade trap), 1 RKG

Insurgent Squad leader:
Always carry: Binocs, knife, 3 bandages, pistol
Choice of rifle: various AKs, Shotgun, SKS, Lee Enfield, G3
Choice of one from the following: 1 IED, 2 molotovs, 2 grenades (and linked grenade trap), 1 RKG
Choice of one from the following: mine, rope

Pickup kits would be comparable to the ones we have now for Collaborator, RPG, Sniper, Marksman. No more Sapper/Ambusher as those items are pushed to regular insurgents.

It would give the same basic options as now but with more variety for mixing things up.

I recon, that a military advisor linked to PR, could easily explain why this isnt realistic. Im sure that, whenever the military plans an operation, people for different tasks they assign them weapons and gear to suit the objective the best. IE, optics or ironsight, cammo, extra gear and sort of transport. Aswell as im sure soldiers dont get to pick and chose other than they have their own rifle to take care of, get to know and such.

At a degree as you explained, it is realistic. Where soliders leave base for a certain task, it might not always just be ironsights only, or a sniper might bring a different or two rifles. Someone mentioned, that the devs made it more flexible to chose optics in the next version, I think thats the degree where its realistic for customization. I also think this is a reflection of the economy of war, no matter how much you put into it, its always fairly limited. I hate to shot you down, but I think that the devs have this part of the mod covered, if not now, soon enough.

I have a few friends in the Armed forces, US Army, Marines, etc. And they've told me for a fact and I know that when you join a conventional force, you're issued One rifle/SMG/LMG, and/ or No optic, and as many other weapons (and only as much as your gear can hold). The only way you can get another accessory is through buying it for yourself. I mean, in most things, soldiers will not specifically outboard themselves in normal operations (Patrol, house to house), and rather always use the same amount of equipment. Maybe in special operations soldiers will use different equipment as usual. But this seems just way too much work.
