I think it'd be a combination of:
- PR winning last year, discouraging some from voting for it again.
- FH2 rallying for votes, at least through it's news announcements.
- Relatively little notice taken here about the MOTY awards in general.
It certainly has little to do with the amount of online players. For example First Strike has a virtually non-existent player-base, and MTA is epically dwarfed in popularity by SAMP.

PR could not get in the Top 100 Voting Stage because we won last year. This has been confirmed by ModDB themselvses.
