As boilerrat wrote; When it comes down to computers as DELL (or any other brand) it is often no use at all overclocking CPU or/and GPU.
I assume that your CPU is a "Intel® Pentium® 4 processor 520" with HT (Hyper Threading) 2,8 GHz, since it is a Dimension 4700.
If you OC that CPU, it will get hotter than hell.
And since you have a DELL Inc "mobo" Technical Overview: Dell Dimension 4700 Series Service Manual you can't use any other cooler than DELL's.
First, to assemble a none DELL cooler in the "mobo", won't work. That is because DELL has their own solutions and the holes for the cooler are located totally different from other "mobos". Way out...
Beside that, the case is not built to host any other cooler that DELL's own. (I've tried it on a Dimension 8400 some years ago, so I know). There is not room enough. Foggedaboutit....
Removing and Installing Parts: Dell Dimension 4700 Series Service Manual
What you can do, as said, is to buy more RAM. Of course you can change your GPU, but keep in mind that the case is tiny inside, and I will guess that the PSU only gives some 300 W.
Overclocking GPUs is a big no no. It is seldom worth the risk. Maybe one can press the GPU's clock up some 20 Hz, without failure. That won't do any good and often one ends up with a GPU that dies.
My best suggestion is: try to save some money and build a new computer.
