If the faction is to replace MEC you may as well keep most of the existing assets which Iran uses, at least as place holders until you complete the high priority stuff.
- Assault rifles: The S.556 looks virtually identical to the M16A2, which wouldn't distinguish the faction much from the US Marines infantry-wise. The G3 would be fine until the KH 2002 is done.

- Light & Heavy Lift Helicopters: The Panha Shabaviz 2061 you list is actually a reverse engineered Bell 206 JetRanger, the Hueys Iran apparently operate are Bell 214 Twin Hueys they purchased before the 1979 revolution.

Regardless, both the Twin Huey and the Chinook can be easily re-skinned from existing PR assets.
- MBT and Light APC: Both the T-72 and BTR-60 can be kept from MEC as they are in Iranian service.
- Heavy APC: Iran apparently operates around 400 BMP-2's which you could reskin from USI:

The BMP-3 on the other hand apparently isn't operated by the Iranians.
- Jeeps: I can't gather any info about Iran possibly using MEC's current BRDMs or UAZs, so the Rakhsh and/or Takavar probably will need to be made.
- Logi Truck: Most PR factions don't even have their own specific truck so even if Iran uses a different type of truck IRL than it's probably not a priority to replace.
Overall I think presentation aspects like player skins and Persian voices are more important than replacing a few MEC assets. Those tasks should also be in the design plan as they are what is going to really identify the faction as Iranian.

Regarding maps, PR has 3 MEC maps now:
- Kashan Desert (name of an Iranian desert)
- Jabal Al Burj (name of a place in Jordan)
- Muttrah City (located in Oman, other side of the gulf)
If this Iranian faction is to replace MEC then there's enough enough maps to not have to focus on creating more. Instead of focusing on the aspects which would make MEC Iranian.
There is a clear benefit in MEC being generic because it could fight in any location in the middle east. However PR is not restricted to a particular war scenario and we have Russia invading Beirut, so it's not too far fetched for Iran to fight across the region.

For starters it appears Hueys and Chinooks are far more common in Iranian service than Mi-17s.

There's no point in keeping MEC if we have an Iranian faction that uses a significant amount of MEC equipment anyway.
The only thing that makes MEC worth keeping is it's generic nature, but there's nothing stopping Iran from partaking in battles across the Middle East in PR because there is no premise/story.
