Personally I'm rarely surprised by an enemy. In PR the sounds are so good you can hear people coming long before you see them. So, loitering around a grenade trap isn't much of an issue because when you hear the enemy coming you can back off, get in position and be ready for the action. On the other hand when a friendly walks near you, you aren't considering them a threat, and keep your guard down.
And then there's also the times where insurgents just want to take out as many enemy as possible, even if it means using suicidal tactics like baiting them into a doorway with a grenade trap.

You say youd hear an enemy coming up and move away, what about that friendly that just waltzed up and got you killed either way you just helped the enemy y sitting next to it. and I dont think a sniper would want to use suicide tactics anyways.

Loved the idea and supporting it.
I think its simple in word

If you drop your kit around the supply crates they will simply get back into loop instantly or may be 30 sec which is much more shorter than the normal 5 min. timing.

Imo that does not even have to be the case. It already is a big advantage when you do not have to wait 5 minutes for the kit to vanish.
If you make a much shorter timing like you proposed it can be abused to easy like stated above (move the Hat kit from one end of the map to the other within 30 sec).
This way it will be 5 min in which alot can happen.
