If you just read the pg 23 quotes, it wouldn't be unreasonable to conclude that you could only knife civlians to arrest them, and that the shotgun was only and option for arresting armed insurgents.

Obviously, if you already know the rules, this misinterpretation becomes more difficult to see.

Hmm, the use of 'and/also' clarifies it quite well in my mind, but I suppose if skimming over it one might misinterpret what they're saying...
You can arrest civilians (and other insurgents) with
the restrainer which replaces the knife on insurgency
maps. The shotgun can also be used to arrest any
insurgents.

Yes but then later in the same page, says "civilians and unarmed insurgents", suggesting that civilians are considered separate from insurgents.

As I said, it's not much, but if you're struggling to understand and perhaps if English isn't your first language, its not the most clear of sections. Also, in the real world one wouldn't always consider a civilian to be an "insurgent", which would more naturally suggest some actually fighting, rather than say merely providing shelter etc.

I agree that what the manual says is correct, and its not really that confusing, but in an ideal world it could use clearer/more consistent terms.

Indeed, but I think the inclusion of both terms, 'Civilian' and 'Unarmed insurgent' was a necessary evil, as regular insurgents can drop their kits and be covered by the ROE, but will not have the grapple, epipen etc, whereas the civilian is covered by the same ROE but has things like the resus hands, grapple and epipens. :-)

Does "knifing" an armed insurgent with the restrainers give 10 Intel points? Or is it just the same as shooting an armed insurgent (1 IP)?

I think its the latter but Im never sure.

It is the former :)
Shotgunning an armed insurgent currently also yields +10 intel points. This will be fixed in the next version though.

On paper? None of it, it all makes perfect sense (Well, I use the term "perfect" extremely loosely, like being critically wounded could be a "possible problem")

In the field? Sixty seconds is a loooot longer when your playing it, easily long enough to just kill them all, hope for the best, and most of the time be correct, that is to say, they don't get martyr'd, and you get a proper kill. It's also a pretty arbitrary number, and at the same time seems all together too long and too short.

In addition, the equipment that is and isn't valid for the shootings seems to change every version.

I'm not sure how hurling rocks at an armed patrol of foreign troops would allow you to still be a martyr. If you're going to get into the roleplaying with me here, if someone starts lobbing **** at me that appears to be about the size and shape of a grenade, what would you do? Would you really wait to find out it's not explosive to calmly go arrest him?
