Controlling tank turret with joystick is possible already. All you have to do is manually edit controls.con file and add couple of lines into it:

Now what id like to see as a worthwhile compromise is joystick-like mouse controls, so a player dosnt have to constantly flick his mouse back and forth to turn around when at resticted traverse speeds.
Some games have this, move the mouse to left side and it will continue moving left until you center it. Other joystick conventions like, faster turning the futher over the mouse is and dead zones would apply

Now that sounds like a brilliant idea for turret control, it could act more realistically as it would make stabilisation a tad smoother and easier. It would also be good if you could control aircraft this way, I believe Microsoft Combat Flight Simulator did it that way when you were using mouse control, until you recentered the mouse it would continue to roll. It means you don't have to constantly move the mouse to pitch up and balances the difference between the mouse and joystick.
