For there to be an alternate version of the kit, which wouldn't include certain weapons the '_ziptie' version (the version with restrainers instead of knife) of that particular kit could be edited.
So the 'us_engineer_ziptie' kit would have its C4 and Mines removed, as only the spanner is need for repairing light vehicles and removing enemy mines and grenade traps.
^^I'm pretty sure that this method would require the least amount of work.

no just take the c4 off the mines have uses and beside ins all ready get mines what would 1 more kit with mines hurt

I've noticed a lot of you guys are asking for random **** to be removed lately. =/ Knives. C4. Whats next, "lets remove the guns cause they keel peepl!!!!" D:

the question arises. for what purpose would you need c4 to stick to a vehicle?
you will find that the only answers are both unrealistic and bad for gameplay.
never know.... maybe they fixed for .95?

A) DONT USE IT ON INSURGENCY
B) It sticks because that way you can detonate an abandoned or flipped vehicle, without worrying about wether the C4 is close enough
C) Just because something is powerful, doesn't mean it has to be nerfed or removed (Gary, Bomb cars, C4, TOW's)

Okay...
On Karbala, Fallujah, Basrah and Ramiel, clearing mines from bridges and choke points is an entirely common and necessary action. Why there isn't some dedicated mineclearing kit is beyond me. This leaves the only option for competent players to remove mines so your tanks can move around in the A5 area of Basrah is the combat engineer kit. Well, you've just got done picking up the 7 or so mines blocking the main bridge and the land bridges. Now your options are either DRIVE BACK TO MAIN with a car and then walk back to the front or leave the kit to sit and rot for five full minutes before the kit disappears. This is a serious problem. Make a Combat Engineer kit without C4 for insurgency maps (Entirely possible) or make a Combat Engineer kit with only a wrench that you get when you right click (ALSO POSSIBLE). Why this is such a horrible and difficult undertaking when it's been done for every other specialist kit under the sun is beyond me. AR, Grenadier, Marksman and, Light Anti Tank all have alternate modes. Why not the Combat Engineer get a mode without a block of C4?
