whether you think you can build ultimate hideouts all the time or not, i think that spawn raping hideouts is a regular thing. sometimes i just wish i could spawn as a civi and let them try and spawn kill me.

What I'm getting at is having the shotgun no longer arrest is a good thing. Since people like to run around with it and shoot every insurgent they see. Thus arresting them all.

Like I said you aren't going to use bean bags on a guy with an AK.

(Just my opinion, correct me if I wrong.)

shotguns arrest, kill and blow open doors..... those are some super multipurpose bean bags :( all without deviation.

i say nay to shooting civis and getting a reward.

Maybe ''if'' possible. Make two different kind of bullets for a shotgun. Lethal and not lethal.
Lethal being used for breaching/killing.
Not lethal being used for Arresting civies?
Is this possible?

I think what Dunem is trying to say is that ingame you have to be unarmed to actually be classified as a civilian, so if you are equipped an AK-47 then you wouldn't be a civilian anymore.

Civilians are unarmed.
Ak-47 is an arm.

Civilians can't wear an Ak-47.

also, Civilians cant swim anyhow, so it doesnt really matter about having shotty or not.
