you shot friendly HAT guy with an excuse that you want HAT kit after 10 min?

No, I just requested the Hat, got it, and 15 min later someone starts following me claiming I stole their kit ^^

I'm not sure that's true, I think we'd see a lot more duplicate special kits than we do if that were the case.

its true. the reason why we dont see them is simply that the next kit is ready to request after 10 min.. which just few people are able to survive

They are russian. They can do w/e they want ^_^

well this is bug too?It's much effective against infantry thats a 3 HAT kits =)
