They mentioned in a pretty recent statement that they can't include 128 player support without risking buggering up the game with other player limits aswell. Something along those lines anyway.
The only thing they have to do really is to unlock it and state that they only support 64 players, any server running more is to be considered unsupported.
This is how it was back in the RtCW day (different game but same issue). In RtCW there were problems running more, e.g: not enough spawn points on vanilla map - higher resource demands on servers - to small maps to house more than 32. Still a few servers ran 64 players nicely, Jolt Marketgarden comes to my mind.
For BF2 being a completely different game engine there might be same and/or other problems (like global stats). A middle way would be to allow on servers running mods as an unsupported feature.

Hopefully EA/Dice will listen to the community but I doubt they will and if they do, it will take a very long time... BUT, maybe they'll increase players limit on BF3...

HangMan: BF2 Editor, it has very strict limitations memory wise, and crashes all the time. Its like a girl. Treat it with respect and take it slow and you'll get places. Rush and get ahead of yourself and it will turn around and punch you in the mouth
One could think the dudes at Ipetition would have wrote a script that removes double or more signatures. It kinda takes away all the legitimacy when the same name signs twice or more.
