In the past texturers have been very 'yeah, scratch this shizz up!' and it's looked quite hollywood and cool...but simply doens't look realistic and would probably earn any soldier a slap on the head from their Sgt for poor weapon maintenance.

What is the different between 'pre-load' and 'release'?
Ah nevermind, it's basically downloading Project Reality 1.0 release, but you need a password/key to unlock the install. You got to wait until Friday, August 2nd at 12:00 UTC (Coordinated Universal Time), and that's when the Password is released on the page so that players can install the files, hence pre-load.
I'm abit rusty with gaming terms.

To add a little to what you wrote already. Next to that, it's also because many players don't have superfast internet, so takes a while to get it downloaded. With a preload, everybody should be able (in theory) to have it downloaded and ready to install the moment the password is released.
