Yes, it should only be used in certain situations, and it's also about where you place the smoke. This requires situational awareness. The standard of PR medics today is to throw a smoke somewhat close to the body (regardless of where the person got shot from), don't let it deploy properly, don't say a word to the guy you're about to revive, and when you finally get him up you might as well just stay hidden in that poorly placed smoke and heal up there.
It's easy, especially if you don't care whether or not the person you're getting up, or yourself, survive - but it's not the way it should be done.
