No, the "respawn time" is a cooldown for buying. if the tank limit is 1 and you lose a tank, you can only start buying a new one in X minutes.

Now the advanced (but short) explanation:
TL;DR
Your team wins by reaching 9999 tickets. Tickets are generated by FOBs. The amount of tickets depends on the position and level of the FOB. Tickets can also be used to buy assets.
Assets
Assets can be bought by the commander. The commander can buy every asset.
Assets can also be bought by squad leaders. Some assets require specific squad names.
Assets require a specific Tech level in order to be available.
Assets have a spawn time, they will not spawn instantly.
Assets have a maximum of how many of them can be in the posession of a team at once.
Assets also have a respawn time, or rather "re-available time". When an asset goes down it still blocks the limit towards the maximum allowed until that timer has timed out. It does not respawn on its own. It must be bought again.
Some assets spawn at start. These assets respawn but they also cost tickets when going down.
Data below in the team section.
FOBs, Ticket Gain, Tech Levels and Supplies
FOBs generate tickets every 2 seconds.
The ticket gain is influenced by the zone the FOB is built in.
The ticket gain is influenced by the level the FOB is currently at.
When a FOB goes down, that team loses 5% of its current tickets.
Only commanders can remove FOBs, and only through the caps lock menu. the destruction is delayed by 150 seconds. In this case the team does not lose tickets.
The tech level of a team is the highest level of a FOB they ever had. The tech level does not decrease, FOB levels can, however, decrease.
Building FOBs and assets makes the crates disappear! Be careful of what you place and where you place it!

A FOB
A FOB with 1 AA or 1 TOW
A FOB with 1 AA and 1 TOW and 2 HMGs
A FOB with 1 AA and 1 TOW and 2 HMGs and 8 emplacements (Sandbags/Foxhole/Razorwire)
Supply Costs (1 = 1 large crate; 0.5 = 1 medium crate):
Deploying things actually uses the supplies. The crate selection is chosen randomly from nearby crates.
FOB: 2
AA: 1
TOW: 1
HMG: 0.5
Emplacement (Sandbags/Foxhole/Razorwire): 0.33
Commands
Important: @b ,@buy: purchase your asset given enough tickets @ca, @cancel <name>: cancels the latest asset with the corresponding <name> you purchased it under
Information: These commands don't do anything other than display information. @co, @constructions: shows the list of assets currently spawning @f, @fobs: allows you to easily monitor your FOBs' status, income, levels and zones @z, @zone: shows you which zone you are in to avoid confusion @s, @shop: shows the name of the purchaseable assets @cs, @checksupply: shows the remaining payment points of the nearest supply crate
