Geneva convention or not the armies still use it but then they get real bad PR. Hang on I'll go check the convention.

the US are Using it in Iraq, Convention or not convention.

US admits it used napalm bombs in Iraq

Ok it's not against any conventions to use napalm or cluster weapons when there are no civilians or civilian buildings present. Although the ICC in Hague may be able to bring a case against you for using them under weapons that cause "excessive suffering", only the UK is a member of this out of the PR armies.
