The responsibility lays inside the player himself, if players rather go solo in a tank or APC, it's the way they are. They will probably do the same or not follow simple rules when being infantry squad. One thing we should not do with PR is to set up to much rules that cuts the creativity of the play. Besides we have to straw for reality, 30 sec is somehow maybe what it takes for the driver to set up to the gunner position in reality.
Are we setting up to much rules will only head this game to a childish thing.

Then about dedicated player who "ask" for a teammate but nobody response even if they wait 5 min, and nobody joins. Best thing here is first and foremost before deciding to jump into a tank consult with your SL if he needs a tank in his squad then the SL is to set up a teammate that joins you. Other thing you want to drive set a TANK SQUAD or MECH SQUAD and people will join the squad knowing for what reason.

This is good idea indeed! And it shouldn't be that hard to implement either, as those kits could be (visually) similar with each other. Kit icons at squad screens and scoreboards might need to be changed, but rest of the modifications could be done at code-level.
