PR growing new factions added

As long the community maps circle on same server that PR original it doesn't matter if they are separate download. Anyway you need to download it to play on-line.
A separate download, add-on, booster-pack, mini-mod or expansion, call it what you like, will sure make it sound and feel more professional. Having one complete PR with 14 factions just sound little unrealistic. Besides a "add-on" will be seen as a community modding contribution and probably seen by the community modders as something separate.
Also for testing, bug fixing, longer overall release having the community mod with core will bring those things up. I don't know the technically ability's if it's possible to have a different patch system for the community mods.

I don't think so, it would divide the PR community because Canadians would certainly only play Canadian Mod and so on. And we do not have the players bases large enough for such a division.
