30 seconds of constant gunfire, all onto the engine block? Good luck. You'll overheat at least six times in that time. Moreover, you have to be close to put all those shots in, making it even easier for the tank to ID where you are and take you in 1 shot. 2 tunguskas together might be able to scare a tank, but they won't kill it unless it's crewed by lepers. Two clanmates in tunguskas might be able to take a pub crewed tank with poor comms, but those same two tunguskas are going to be bait for land vehicles in an organised match with skilled crews. Even a single tank decently crewed would mince those two tunguskas, even if they got the drop.
Also it doesn't fire a 30mm in game (oh how I wish it did) it fires a non-specific round that does a lot less damage than the game's 30mm's do.
The tunguska is, if anything underpowered compared to it's real life counterpart, but more worryingly, it's pretty useless against air units. Flares absolutely own it, and BF2 hitreg is an absolute joke against something moving as fast as a jet - good luck with those "30mm's" you're talking about. IF accurately modelled, it would fire a bit faster if I recall off hand, and would probably fire mixed HE and DU rounds which would make it even more effective against armoured vehicles.
Also, the tunguska is by far the most powerful AAA in the game, other AAAs don't hit nearly as hard as it. Nerfing AAA even more just makes jets even stronger, which they really, really don't need to be. Nerfing the Tunguska specifically just makes the A10 even stronger, which it certainly doesn't need to be.
The MEC AAA is just fine.
Broadly though, AA is not fine. It's too easy to use, but not effective enough.
