The deviation adds another challenge to the game, which makes it more satisfying when you hit someone.
It does reward camping but that doesn't make defenders invincible, it just means you have to use better tactics to attack them (flanking/smoke/vehicle support etc.)
Perhaps it could be more fine tuned to better represent realistic environmental factors and soldier proficiency, I imagine consultation has been done with the military advisers with consideration for gameplay.
It's obviously an exaggerated issue as more people play PR now then before despite the deviation changes
