I like the post count idea. Sticking around the forums and reading the suggestion thread for a few weeks before opening your yap helps you understand how things are done. Most people who make mind hurting suggestions come from BF2, play PR for a few days than say "HEY OMG WE NEED DELTA FORCE TO KILL BAD GUYS!" and come on the forums asking for it.
They get their suggestion blown out of the water and their feelings hurt.
Just putting some time between create account, and post my idea would probably help a lot. Most of the people who want to post ideas mean well, but they jump in over their heads and incur the wrath of the forum gods.
I'd say 60 post limit+Two weeks of active account time. Give the people some time to mingle before they can assault the suggestion forums, and cause cranial damage to us regulars and mods...

I think a lot of newer people have many thoughts/suggestions probably because they get very excited about the mod.
Perhaps limiting the number of suggestions per member would make people
think it out,and also search more often in case it's been suggested already.

I have mixed emotions about limiting new users the ability to make posts based upon our particular... levels of tolerance due to repeated suggestions. I feel it's just part of the operating costs we face on the forums, and the most we can do is try to potentially limit it but it will never be eliminated. Personally I really don't mind, but I suppose it bothers more people than myself so I guess action must be taken at this point.
Most likely the biggest problem with these forums is somewhat self explanatory. I need you to do this:
First, right click and "Open Link in New Window":

<Note: Let's assume that a new user was making his way around our forums here and accidently clicked on the "General" category while wanting to make a suggestion. He'd be slapped face first with a slew of red Sticky Threads and would probably be overwhelmed.>
My point being is that the forums here are structured well for the purposes of regular members and adminstration, but it's far too much to look at for a first time visitor. I am certain they'll spend more time trying to navigate to the right forum before they ever worry about whether or not their post has been checked in accordance to the *** thread and searched properly.
Forums here aren't very "new guy" friendly. That's all.

Would it be possible when you click on New to start a new topic to create a custom .html or .php page where it would come up with several options.
1. Have you checked
this thread to make sure your suggestion hasn't been suggested before?
And then after this question have two check boxes, one yes, one no and they have to click the yes one.
2. Have you used the forum
search function to make sure there are no threads the same as the one you wish to make?
And again after this one have a two check boxes, same as question one.
3. Do you realise that suggesting something that has already been suggested may result in infractions being placed on your account?
Check boxes again..
At the end of this if all three yes check boxes are ticked they are allowed to move on and start a topic.
I'll try and do something up for this if the [R-MOD]'s like it..

[R-COM]AACommando probably has one the best methods to remedy the situation. Having an "in-between reminder" page that will come up before you create a New Thread seems to be most effective.
I would say that anyone new to the forums would need at least 50-100 posts first. Then anything after 50-100 posts the "in-between reminder" page disappears as I'm sure they'll be quite tired of seeing it by then. Seems like both a simple and fair solution.

I agree with AAcommando. If that was implemented i think it would work better then anything.
We need [R-MOD]s to approve!
