Why would even a sniper need a silencer?
As for bolt on goodies for the rifles, bad idea, not just because items will have no use in PR but also because it puts the factions which don't have modular rifles (at least conventionally, namely the MEC and the Brits) it will just overpower the american factions.

Squad designated marksmen (not just Scout-Snipers) in conventional USMC rifle and light armored reconnaissance battalions are deploying with Mk-12 Special Purpose Rifles, which come with suppressors as part of the system. We do deploy with suppressors as part of our standard kit although we rarely, if ever use subsonic rounds. The benefit of suppressors is found in the reduction of flash, gas splash (dust kick up) and reduction in noise past 50-70m. Also, even with non-subsonic rounds the suppressors will remove the tell tale "crack - boom" of a rifle firing leaving only the "crack" of the round going supersonic making it that much harder to pinpoint our location.
