Marines do use Eotechs, but not as much as the Army. just wait till friday and you might find a Eotech somewhere in the USMC kits

It's always annoyed me when people set up emplaced TOWs, HMGs, or AA systems on the top of buildings.

Actually in that is it possible to 'arc' the round, like does it have a drop like an RPG or fly straight like a TOW?

The round has proper ballistics and the scope reticle is functional. You might have trouble engaging targets closer than 100-150m depending on the height of the building, plus you have to conpensate for the height of the gun of course. But otherwise, there shouldn't be any problem with a SPG9 on a rooftop.

First thing im gonna do is lead and spot for my CAS/Mortar combined squad

I'm guessing it's the Officers alternate kit using the M4 w/eotech.
