I feel your pain. Luckily it is not allowed to have such small squads on some servers if not most, unless it serves a purpose like 4 man mortar squad and so on.
Try ask for an invite though, only a real derp squad-leader will ignore you, or he may be fighting. What I do is sometimes catch up with the squad and ask in local if I can join. Works well most of the time.

Blame the admin.

So, you're telling me that people who've never played together are going to function as effectively as people who've played together over and over again for months or even years?
I'll admit that pubbie squads can be extraordinarily effective, but thats luck of having lots of good players together under a good SL. Nothing ever tops a group of people who know each other inside out, speak in short hand, know how they tend to play.
Thats just a basic rule of any form of organized multi-person activity. The US tried the random pubbie thing in Vietnam and it didn't work out too well.

I agree, it's prety stupid when players lock squads at 4.
I remember there was a tank squad on CIA server on Khamisiyah. They were 2 players locked. Completely Admins doing the Tanks. We had like 5 tanks too. It's like seriously?
But I hate when players tend to kick others when they join squads.
The biggest issue is: When players have silly squad names like: Spec Ops, Free Kits, No Rules, ect.
It's like seriously!? They also always lock squads for no reason.
I do not have issues when Clans lock squads, but only if they do a certain asset with a certain amount of players.

If you are playing in Tactical Gamer server, ask an admin to address locked squad issue and they will sort it out.
If it's another server.. you are sol friend.
Yes I said Tactical Gamer, go ahead and BAN me server admins.

But that's the fun of PR. If it was a clan only game, or no one would play with you if you aren't in a clan, I wouldn't play it. Some of us play PR because we aren't part of a clan and can't just go play on a clan server with all of our buddies. Sure, it is a good game other than that, but that is one of the values that stands out the most; a MilSim style tactical game that doesn't necessitate playing with a clan.

TG tends to really sort that stuff out.
But I know most mature communities tend to sort the issue's of locked squads out pretty quickly.
