All you are WAAAAAYY over exaggerating "the good ole days" of PR.
I'm not presenting any statistics, just pointing out a personal observation based on playing very very actively since around 2009. And to me, it seems a lot of the veterans that used to show up in 0.98 still, have stopped showing up. Started around PR 0.8 and yes, the players don't seem to be learning anymore either.
I blame 2 things for this.
1. Overly controlling squadleaders who do not let players do any decisions of their own.
2. Mumble making it too easy to ask other people for tactics advice instead of learning it themselves. This makes them like the PR equivalent of a kid having
helicopter parents.

This, sadly is the majority of new inf players in PR. If I play infantry I'm medic nearly every time and it enrages me every single time I encounter it.
Some of the cheekiest ones die to an enemy right next to you in a room and before you're done clearing it out they scream medic MEDIC REVIVE! It's utterly ridiculous but happens so often, I don't understand it. Main reason I dislike mumble local speech ability while playing infantry. Too much noise.
