On TG, I get relatively good contact reports, and sitreps. The problem is that all I am there to do is make sure that everyone knows what's going on. I'd never use a satscan to get information a squad could give me anyway. I'd be using it to get intel that my squads couldn't get so they could do their job better. It would mean the commander would have a capability that couldn't be emulated without him.
I know PR wants to distance itself from Vanilla, but access to military satellites is pretty common in the US military. The US has a real reputation for its high tech orientation and use of technology to augment combined arms operations. The US is miles ahead of anyone else in sigint and air power, and we don't model that in game. Maybe if we give the commanders of each factions some unique abilities it will help make the maps play out very differently.
For example, reduce the timer on US JDams, make them smaller, and give him limited use SatScans - US never has access to mortars or arty. Give China more artillery options like WP, Smoke and HE or Frag. Give MEC access to some extra logistics options (they're always fighting on home territory), or a straight out advantage in equipment on the ground. Make the British more balanced, with access to some Arty/Mortars and some JDAMs...
These are just ideas, which are probably hard coded anyway, but you can see what I'm getting at. Some changes to the symmetry of balance at the command level would be much appreciated. There's another thread of mine that goes into great detail about changing MEC-US balance. It had some pretty cool ideas imo.
Also, someone mentioned not being able to mod the player base. This is completely untrue. I'm on the beta team for DotA, and about 9/10th of what we do is directly aimed at changing how people play. There are whole levels of terminology devoted to describing elements of the player base. DotA has had a lot longer for us to evolve a sophisticated understanding of how the game works, but the principles are the same. The Devs have shown with past releases that they know how to use tweaks in game dynamics to change how people play the game (like the sprint change, and deviation changes). I may not agree with the directions they have taken in some cases, but they have shown themselves very much capable of changing the metagame using elements in the game.
tl;dr the player base is moddable, the devs know how to do it.
