Would have though that 64x64 is already too much for the bin

We already have different smaller rocks that mappers can use to build cliffs. Another example of that would be Baracuda supply fort at the water fall. There is a pretty nice cliff. Of course those "lego-cliffs" are less optimized than custom made ones, but allow lots of freedom for mappers. Also cliffs and rocks are not that hard to make, any mapper could easily make some themselves i think
Also we are limited at how many statics we add. The first limit is disc space. Every new static will make the installation bigger. This is not that big of a problem since PR is still tiny compared to modern games, but should still be considered.
The second and more problematic limit is through the way the BF2 engine loads stuff. Basically it loads everything and then sorts out what it needs and unloads not needed stuff again. Those are the reasons why we do not add stuff that someone somewhere might use some time. We actually are doing the opposite and are trying to remove things that are not used by any of our core maps.
