the idea isnt balance, its kinda a nerf for the insurgents. yeah, they get some civilians, but they lose guns and flag cap abilites, which is a good thing. Right now the insurgents pretty much engage the USA like a conventional army with shorter spawns and no heavy vehicles.

Maybe give them rocks and empty coke cans... the coke cans do no damage and dont get you shot at, the rocks do

No, a serious question: the civilians can pick up kits, right? Just not the officer/SF kit?

I believe they are not able to pick up any kits. Otherwise they would be civy one second and RPG the next
For now they shouldn't be able to use vehicles also, lets keep this simple for now.
Tho it would be nice if they could moon the troops

BAHAHAHA! I can picture it. A US squad riding in in a Humvee, bristling with guns and grenades. Suddenly the driver hits the brakes, and everybody jump out and bolt for cover, waiting to get hit by enemy fire. And all they see is an Arab standing in the middle of the road, flashing his arse.
Then someone's bound to go, "WTF? Don't flash your *** at me, f*cking raghead!" and drop the guy, earning a five minute respawn timer.

We dont want them to *ever* be armed, so a Civilian is killed immediately (by game code) when they pickup a kit.
Civilians are fair game when they are in a car.
The thing about this class is that they are *designed* to grief the conventional armies in a metaphoric representation of how Civilians make it difficult for conventional armies to wage wars agaisnt an Insurgency.
I don't mean building glitching griefing... I mean stuff like hanging out on the fringe of the conventional army and spotting them .. maybe forcing a conventional army soldier to get frustrated and pop them .. thereby giving the Insurgents a ticket bonus and the player a personal penalty.
Or by standing there throwing rocks .. and eventually "goading" a conventional army soldier into chasing them down .. and running into an ambush.
Again it's obviously an experiment and I can guarantee you that there will be issues for us to resolve. I think that a decent open beta period at the end of the dev cycle will help to sort out some issues, we'll have a few large scale rounds played with them and get some feedback and go from there.

I don't understand what benefit this would give ? They are fair game when in a car.. we might tweak that a bit.. but generally if they are sitting around in a car, they are fair game.

Agreed.
The civis will dilute their offensive power, yet improve their defensive power.
the tangos need to be more defensive.
Defense should be the key to victory.
I do not have any data, but I would guess that very many of the tango losses are due to them being carless and assaulting the Marine Corp.
Sure the Marine Corp can't keep Facility on balanced teams, but the tangos take more casualties when this happens.
Those kills add up.
With a 400 some odd ticket count, that is a lot of deaths when no bleed is on the tangos.
Defense baby, defense for the tangos.

Ok, now if you kill a civilian, and get the extra respawn time, in turn, if you arrest one, or a certain amount, will it take the extra respawn time off?

) but how about making it a limited kit say maximum 5 or 10 however you don't have to be squaded to get it.

I like it as open for all.

I will stop discussing things about Civis in cars in order to stop confusion.
As of now, if you see a car the enemy can get into, destroy it and your Platoon Sgt will give you a high five..
