This is how you set up

Running a civi squad on Gaza, no intel for BLUFOR all game! Best tactic for civi, wait until Israelis get near a corner to engage your teammates and then blitz around the corner into their faces. Startles them and they instantly engage you every time. Or go around looking for Israeli medic, follow them steathily and wait for them to revive. As soon as they revive the guy, run up and punch the revived guy.
