I had this happen as well on the=H= server, I believe it stops after the 3 minutes for the UAV to reach its position (you'll get a message when UAV is ready), but I hadn't tried this to see if it works or not/ if that is the reason.

You are right, this happens, you will have to wait for the UAV to be in place, in order for you to be in the sky.

This is not a bug. Once you deploy the UAV, you need to wait until it deploys into position, which takes about 3 minutes. While it's a bit of a dodgy screen to look at, the messages do tell you what is going on.

Doesn't a black screen block that view?

Just an update here. It was pointed out that there's a black screen, but when the CO opens the map and comes back, the black screen goes away and you get that view.
That's a known issue we couldn't fix yet. The UAV is indeed at ground level at main base, it should be blocked by the black screen but the CO map removes it for some reason and you see that "bugged" view.
When the UAV is done repositioning the screen should be all good. Only affects the CO, and the messages should tell him what's going on with the UAV state. You can just jump out and in to know what the state is.
