Insurgency IP requirements question...

In the manual, it says that if there are less than 32 players, IP requirements are halved.
Is this done in real-time?
I.e., a map starts with 20 players, and 10 minutes into the map it is up to 48... how are the requirements calculated?
Is it the current cache, checked each time a new cache enters the "queue", or is it locked once it is set?
Just curious, as if it is locked on map start, it would have far reaching consequences (at least for that map) if there are few players, or if the numbers drop off later on.
