I was wondering how I could do all the cool thing with pictures, like in this https://www.realitymod.com/forum/showthread.php?t=48982 because all my pics that I edit kinda are basic edits, like a single filter. If anyone could show me a video, webpage, etc., that would be awesome!

Well Photoshop is your friend. And I've learned many of my Photoshopping abilities by playing around with the programs features and google-ing how to do something.

actually photoshop is not your friend, start out by using either paint.net or gimp sicne they're both free and gimp is more powerful than photoshop in the right hands.
Anyway,
Use youtube and google to help you find videos and tutorials on how to do what you want to do, for exmaple:
"how to turn a game enviroment into a realistic one using gimp/paint.net/photoshop"

Okay, well since I have photoshop, I will keep that in my backpocket so to speak, and start out with GIMP, because I have looked around, and people have said "Use Photoshop, it's better!," and "GIMP is better for beginners." Anyway, guess I will use both

it also helps to have a tablet!

well.... tbh tablets are only useful if you want to go pro, throwing money at something you only want as a side hobby isn't a great diea... unless you have lots of money..... bloody canadians.

Yeah, I'm not so fond of tablets, or have the money....
