Internet questions

Hey all

I've had problems with internet access for years, the nature of living in Rural Lincolnshire means that internet problems are unavoidable.

However I am confused over several points and I was hoping some peeps here would understand, when I try and find the info myself I seem to only find other people's complaints over internet access or very technical explanations I don't really understand.

So here goes.

Noise

Line noise is teh enemy here, I once joked that a pidgeon landing on the phone line is enough to disconnect us - that is not far from the truth tbh.

Right now the noise is as follows
Noise margin (Down/Up): 9.9 dB / 15.0 dB
Line attenuation (Down/Up): 66.5 dB / 31.5 dB
Output power (Down/Up): 16.9 dBm / 11.9 dBm
QUESTION 1 - is this noise level considered to be impossibly high for anything approaching reliable internet access? (by reliable is that if it disconnects, it'll be back on within an hour instead of 2 weeks like it is now)
Noise margin (Down/Up): 7.8 dB / 15.0 dB
QUESTION 2 - the above noise level is when I have the phone on dial tone, why does phone usage decrease noise? I've been using this to encourage the router to connect when it seems unable to.

When BT run a line test on my line, it invariably allows the router to access the internet

QUESTION 3 - why does running a line test allow my router to connect?

Reliability vs Speed


I'm never going to expect 8MB broadband down here :P 2MB is the max.

However there is an issue with the disconnects preventing any speed above 2xdialup because the IP profile of my line (which I understand to be the speed teh phone exchange decides is best for my line) takes between 4 and 72 hours to calculate...so if my router is constantly disconnecting I'll never reach a reasonable speed.

QUESTION 4 - is there any way I can get BT to give me a static IP profile instead of a dynamic one? I'll hapilly accept 0.5MB to 1MB if it means a more stable line.
