[0973] PRSP jets

For some reason, every time I try to fly the jets (the A-10 and the F-16) that are in the marked area in the picture, the screen turns black and it says "YOU CAN'T OPERATE THIS VEHICLE POSITION" even though I have the pilot kit, and I'm in a squad and everythng. I can fly the other planes, just not these.
Steps to Reproduce:
Just open a new local co-op game, grab the pilot kit and try to get in the planes.
Tested On:
Kashan Desert-std, local co-op game, pr 0.97 and 0.96.
I don't know if it's a bug or if it's meant to be like that and I just didn't know, but anyway, I hope you can help me figure it out
