Unplayable Lag

System Specs:
CPU: Phenom II x2 OC'd to 3.6ghz
RAM: 4gb DDR3
GPU: GTS 250
PSU: I think it is a 750w
Internet:
I am connected directly to my modem (which is also a router). I do have a bad DSL connection by I still get 95 ping in game. Windows firewall off, no antivirus.
The problem(s) that I am having is a sort of rubber band/stutter effect when sprinting, moving, zooming in, looking around and just about doing anything. Half of the time when I turn a corner I end upback where I started (rubber band). At random times I'll be looking in a previous direction. Overall, everything is just really twitchy and buggy looking. I also remember seeing these effects when I played battlefield 2 a couple years ago.
So to try and solve this I went and lowered all of the gfx settings. After this didn't work I finally realized I should go into single player and see if the problems persisted. They did not. This told me that the issue was online related. The problem is that my ping is about 95 which shouldn't be causing these problems.
I did some port fowarding for Battlefield 2 but still the same problems.
It makes the game completely unplayable for me, any help?
