Question about LODS

Are the LODS really supposed to be like in screenshots below? I just see things popping up when I walk. Something wrong with my system or it it just supposed to be that way?
Building changes its lightning even when you are this close.
You can see stairs popping up.

Think its your GFX setting, especially if you don't have geometry set to high, some stuff may render incorrectly.

Turned geometry to high and cleared cache, not working.

Does this happen in many instances? It could just be a bad placement of the static which allows for really obvious lod switches (which weren't envisioned during the import process).
As for the shadows changing on the fly... is that a lightmapping thing?

When flying over muttarah I see things popping up all the time really. Dont really know if this started happening after new version of PR with new LOD settings or after installing new driver.
Video card is ATI radeon HD 5670(ASUS).

its normal, its how they work, lods arent elegant
its also the same in anygame, just some do a better job, hiding them with fog and so on

I would argue that the land/civ vehicle LODs will be pretty darn elegant once they're updated to my values

But yeah there is some stuff that definitely needs tweaking, things like
this and clearly the buildings that Tarranauha200 pointed out.
