I recommend a dualcore with at least 2 GB Ram.
For uploadspeed I wouldnt go lower than 20 MBit but I actually never hosted a server with less than 100 MBit (pretty much standard in the dedicated/vserver business).

But these are personal preferences I gathered over the last years.
It may work perfectly with lower hardware.
But if you check the most successfull server they all run with this hardware and mostly even better one.

Might want to go with a dedicated box for this. I have a ghetto one but it barely cuts it. Definitly want a dual core. If you can over 2.5 Ghz. 3.2 would be lots better. Have at least 2GB of ram. Wouldn't need more than 4GB. Best to run it on Linux as they seem to run the best but also have their own share of problems. On that note there are 2 versions of the server available, Windows Version and Linux version. Most peeps use the Linux, easier to manage but then you run into PB problems. As for windows, PB usually gets along just fine but unless your using the AD framework managing it is kind of a pain. BF2cc will most likely be the way to go to set up and administrate the server. Also, at least a 20MB connection. Have emphasis on the upload because it is a server. IT will do more uploading than downloading.
