Because it was a SINGLEPLAYER mappack.
You are
a) not able to run them in conquest/insurgency without modifying
b) modify then would require DEVs permission and the server to be passworded

what about putting the Christmas map pack in the actual release, so players dont have to download separately. Be nice to play in the snow again..

Most (if not all) of these SP maps used to be multiplayer maps in previous releases of PR. They were removed for various reasons, many were considered to have bad gameplay compared to the current maps, mainly due to small size or unsiuted design.
They won't make a return, I'm afraid, except for retro events and such. The Dev team and community modders are always working on new, better maps.
