EDIT: Not a suggestion, just a video that shows its somewhat possible to have two separate levels of zoom allowing the actual scope to zoom while the surrounding of scope is not. Also it works so stupidly that its not going to be used in this form, ever.

PR has something very similar. Not saying that you stole them or anything. Just saying that I doubt PR needs this.

Its similar as in the 3d scopes but with this the outside of the scope is zoomed out or the same but the inside of the scope is zoomed in kinda like the game insurgency

Yes you did. At least I think you did. It does zoom in on both sides, but it kind of looks like it zooms in more on the inside than on the outside.
It's really hard to tell.

yeah it zooms in more where the scope is, but its not actual zoom like in insurgency mod, its simmilar to how you zoom in on a picture in a pic viewing software, like the OP said

When was the last time you played PR Raic? PR has had this for ages... Chuc and Mosquill started work on these back in February 2010 and they have been in PR for a few releases... (note, WIP shader in the blog posts below, quite different now)

Last time I checked PR only has a single zoom which is blurred around the scope, this has the scope area zoomed separately, more closely how you would see if you actually looked trough a scope.

That's exactly how there one works as well, the outside is zoomed just the same as much as the inside
The only difference that I can really see between ours and theirs is they have a funny blue filter over the scope leans as part of there shader?
EDIT: ah I see it now watching the video a little more closely, with there being outside zoom as well was throwing me off to think it was the same as the inside zoom
Interesting, wonder how they did that. If we did that we would have to remove the outside zoom

Actually I believe ancientman originally tried doing the 3D scopes in a similar fashion, but decided against the scope-only zoom due to the inherent 'pixelization' due to it literally just being a zoomed image of the original rendered frame.
I've searched for about 30 minutes for the video through his old youtube posts but it's unlisted I think... Basically between Ancient & Chuc they know how to do the same thing as the above effect.

why oh why are snipers "gay"? An actual sniper in PR is valuable.
Oh yes, and the scope demonstrated in the video is much different compared to PR's. PR's simply decreases FOV, effectively zooming the whole screen in, and then has the model for the scope. This has the scope act like a real scope, in that the scope is zoomed, but the peripheral is not. I would love to see these in PR

I always have shitty experiences with snipers. Today i kicked a person from PRTA, for joining my squad. Taking a sniper kit, and leaving.

If you look properly, the peripheral vision in the above videos is reduced as well (zoomed), however the inner scope zoom is slightly more (5-10%), creating the illusion that it's a functionally implemented 3d scope. I actually do prefer it to the current PR one, but the difference is rather negligible and imo it wouldn't make a difference either way.
