Low Frames Per Second

So once again I am trying to figure out why my rig can't handle PR?
First of all, lets start with hardware:
My ex-rig, Q6600, Asus P5K, 5GB of RAM, XFX 9800GTX+. Low fps even playing on low setting at 1920x1080. I tried playing with software a little, even tried these 'pc boosters' which did nothing. After some time motherboard died so I was forced to switch a bit, actually kinda downgrade to 5050e, M3A76-CM, 3GB of RAM, Albatron 9800GTX+, got nearly same results. Using my old rig I had a idea that it's because my Asus P5K, but even using AMD rig and trying 2x 250GB hard drives on RAID0 - that haven't improved my PR gaming performance. Using AMD I even tried to OC both XFX and Albatron graphic cards - nothing, It's odd to see that MSI Afterburner keep showing that GPU load doesn't go any further than 10% with any of these cards. Sometimes, it seems that playing with medium settings you get more fps that using all low/off. Could that be a driver issue? CPU being too weak? Or it would be the time to get a new graphics card what doesn't seem to be wise at all. Or that'd be glitching windows and I should get myself a Windows XP on ~40GB partition?
