I run mumble(pr edition 0.5 edition) as admin and I put my name in it and when I connect all i get is. "[4:51:49 PM] Server connection failed: Connection timed out. " What do I do?!

You download PR Mumble 1.0 here like everyone else Remember to run it as an administrator.
